Windows 10: Why cannot Kalimati /Kokila font be made as windows operating system default language font...

Why cannot Kalimati /Kokila font be made as windows operating system default language font instead Mangal font? And Why cannot Google Input Tool offline be made as language package IME windows operating system editor for all applications?
