Windows 10: Why can't anyone tell me how to remove red circle with red slash through it?

Why can't someone tell me how to remove an icon with red circle with red slash through it inside a white square?

Toolbars and Extensions has a red circle with slash so is in restriced mode

I have Administrator rights but I can't enable my Add-Ons as the Toolbars and Extensions has a red circle with a slash through it. How do I fix this? Thank you

As the title says, is there any way to remove the red circle that appears after each mouse event (with the Microsoft Steps Recorder recording)?

 

Why am I getting a red circle with a diagonal slash through it when trying to respond to a posting on this site?

I'm trying to post a solution I found to files replicating themselves in explorer and every time I try to respond to the original posters question I get a red circle with a diagonal slash through it. Anyone know why this is happening?
