Windows 10: Why cant I activate Windows 11 Pro?

A while back, I bought a Windows 10 Pro key. It has worked on all of my devices and has worked in the past when I upgraded to Windows 11, but recently, whenever I try to use the key on Windows 11, it does not work. I also tried using the key and then upgrading to Windows 11, but that won't activate either. The key is valid; I made sure of that. Please help. Thank you.

2. Run the Activation Troubleshooter: Go to Settings > System > Activation, and click the "Troubleshoot" button. This will launch the Activation Troubleshooter, which can help reactivate Windows after a hardware change if your Microsoft account is linked correctly.
   
3. Enter your existing product key: If the Troubleshooter doesn't resolve the issue, try entering your existing Windows 11 Pro product key. Go to Settings > System > Activation, and click "Change product key." Enter the key you used previously to upgrade to Windows 11 Pro.

Windows 11 Home to Pro upgrade

Want to upgrade 11 Home to 11 Pro. Tried download, but apparently files transferred were for 11 Enterprise. This will not activate; error is "invalid digital license or product key". This is on a new Surface. How to proceed?

Can withdraw/delete this. The suggestion to downgrade - listed below - with a 'fake' windows 10 key works.
