Windows 10: Why can't I adjust my display screen settings?

Hello,I am trying to rearrange my displays for a multi-monitor setup, however in settings it Windows won't let me drag the displays to rearrange the screens or even give the option to apply changes. Also, I have a problem where the drop down menu of screen settings keep flickering orientation and resolution. I go to settings-> Display , the orientation drop down menu keeps flickering. It doesn't let me change it from default "landscape".Then I go to "advanced display setting" and the resolution drop down menu keeps flickering and doesn't let me change it.I have ensured all the displa

As we don`t know what you are using.

Is this a laptop screen or a monitor and what is it ( Make / Model / Brand ) ???

• A monitor will have its own function keys to adjust brightness and contrasts.
• A laptop will have Fn Function Keys to do this.

One could also use the Windows 7 inbuilt Color Calibration tool.

• Go to the Start Menu.
• Type in : calibrate display color.
• A drop down menu will appear.
• Select and open calibrate display color.
• Follow the steps it provides.

Graphics Cards can have their own functions for this within their control panel as well.

• To change the resolution settings, scroll down this window and click on
  Advanced display settings.
• Choose the Recommended screen resolution for your PC. You can also choose the screen resolution depending on your needs, but I suggest you to have the Recommended settings.
• Confirm your Screen Resolution changes by clicking on Keep The Changes.

Some computers can let Windows automatically adjust screen brightness based on the current lighting conditions.

To manually adjust the screen brightness, we suggest following these troubleshooting steps:

• Click Start, then select Settings.
• Choose System, then select Display.
• Under Brightness and color, move the Change brightness slider to adjust the brightness.
