Windows 10: Why can't I copy an open image and paste in a folder?

I used to be able to copy an open image on the windows photo viewer but now when I attempt to paste in my desired folder, its no longer allowing me to.

  Open the photo folder location, right click on the photo and select Copy from the drop down.
  
• Now go to the folder location where you wanted to paste the photo, right click on the on the blank space and Select paste from the drop down.
