Windows 10: Why can't I get into close lid in the power options of Windows 11- I am the administrator

I need to get into the power options to choose the "Close Lid" option but cannot change the settings, why is this? I am the administrator

Closing the lid can result in your Windows shutting down, sleeping or hibernating. You can control the behavior and decide what you want to do, once you close the lid. To assist you with your concern, we recommend that you follow these steps on how
to configure the power option of your device if you want to keep your laptop running even with the lid closed:

• In the Search box, type powercfg.cpl and press
  Enter. This will open the Power Options applet of the Control Panel.
• Now, in the Power Options window, click Choose what closing the lid

• Choose what you want your laptop to do, when it’s running on battery and when it’s plugged in. For instance, under Power button and lid settings section you can find ‘When I Close the Lid’ option. Adjacent to it you can find options to help you define
  power button or lid settings. Once you've selected your options, click Save

What happens if you do the following?

Press Windows key + X

Click Power Options

Under Related settings, click Additional power settings

Under Control Panel Home, click 'Choose what closing the lid does'

Click Choose settings that are currently unavailable

Click in the list box for when you are 'Plugged in' then choose 'Do nothing'

Click Save changes.

 

Closing laptop lid - New Windows 11

I have a new HP Spectre with Windows 11. With the older HP on windows 10 I could keep it running when I closed the lid, and use two larger external monitors.

How do I do this in Windows 11? I've gotten to the Advanced Power settings and there's not an option there for what happens when the lid closes.
