Windows 10: Why can't I link my Sony PC to my microsoft account - I follow the instructions, but just...

I am trying to download HP scan and capture on my PC. My microsoft account says :

Where do you want to install?


It looks like you don’t have any applicable devices linked to your Microsoft account. To install, sign in on a device with your Microsoft account.


Which I do. and go to devices, From there to Add PC, and Windows.


I then get this:

Add a Windows PC

Signing in during setup

Follow the setup instructions on your PC.


Signing in after setup

If your device still isn’t showing up, try adding your Microsoft account again.

I press OK and it takes me back to the add pc page.
What setup instructions am i supposed to follow on my PC?

What settings am i supposed to go to?

Nothing makes sense..

HELP!!!!!

Welcome to Microsoft Community.

• Is this the only account on the computer?
• Was this account upgraded from previous version of Windows?

It looks like you are using a local account. I suggest you follow these steps:

• Click on search in taskbar and type account.
• Click on Accounts.
• Now, under Your account, click on Sign in with Microsoft account instead.
• Enter your Local account password for confirmation and then follow the screen instruction.
• Enter User name credentials for your the new Microsoft account and click OK.

Creating or signing in to microsoft account

The error code that your are getting when adding an account is usually caused by the following:

• Your phone has an incorrect date and time set.
• You do not have a data connection.
• Your phone is in a "bad state."

Switch Back to Existing Local Account from Microsoft Account

I understand your concern, and we in Community will try to help you in the best possible way we can.

I suggest that you follow the steps below and check if you can log into your computer using the Local Account.

• • On the Search Bar type “User Account”.
  • On the right menu pane locate and click “Make changes to my account in this PC”.
  • Then locate and click on “Sign in With a Local Account instead”.
  • And follow on screen instructions.
