Windows 10: Why can't I log in post-update?

Windows10/Lenovo ThinkPad T480/oxc0000006d substatus0xc00000e5/substatus 0x0 safe modeI left my laptop updating and now I cannot enter my pin. It tells me it "Your credentials could not be verified" and gives me the above error code. If I try to set up a new pin, I receive a pop up that says I need to install an app from the app store, hitting yes or no does nothing. Sometimes it will ask me to verify on my phone that I am attempting to log in, I continue via my authentication app and my laptop still ends up with an error.Multiple restarts, cannot pass pin screen in safe mode, ran diagnostic
