Windows 10: Why can't i never download at full speed?

Okay sooooo it may be a stupid problem, but i feel like i've done everything.My problem is basically this: My average download speed is 60ms/s, however, the maximum speed i can achieve what ever i do is 7.9ms/s.And this happens on both browsers and launchers.I've done so many things, i don't remember everything i did but it still doesn't work.I remember i've :-restarted my computer and my router-cleared all cache-closed all applications-closed everything in the background-stopped windows defender-removed download limits-made sure I'm the only one that's connected in my house-connected a better

Slow Download Speed

• I would suggest you to test the speed using any of the speed test website or app to confirm the upload and download speed.
• I also suggest you to reset the wireless router to check if that helps.
  
• You may plug in the Ethernet cable if available and check the speed.
