Windows 10: Why cant I open settings to turn my internet on

When I open my settings some thing pops up on my screen that says “This file does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default Apps Settings page.”But when I try to run an sfc scan I cant open CMD as an administrator and I cant open my files or my search bar

Internet Explorer won't open

• If you cannot start Internet Explorer, you can open the settings window by pressing Windows Key + R, typing "inetcpl.cpl" in the Run box, and then pressing Enter. After the
  window is open, follow the steps that are described in the "How to reset Internet Explorer settings" section.

If above steps failed to solve.

• Try to create new user account and then open IE.

Or

• Try clean installation method to reset your system.
