Windows 10: Why can't I participate in online forum discussions?

When I try to comment in online discussions it asks me to sign in and when I do it still doesn't post my comment?

URGENT: What is this "participating" apps when taking Mobile backup ??? Please advice ASAP...

Nokia Lumia 640 XL backup issue:

I have important music apps installed on SD card. When I take backup, the listed apps does not show this music app installed on my SD card.

What do you mean by "participating apps" ? When I choose "backup options" I see a list of "participating apps" where there are few SD installed apps and some in mobile device. But I do not find my music app installed on SD card. The music app is bulky,
is this why it is "implicitly excluding" such apps ? How can I take backup of such apps ??? Why are you listing "participating apps" when you are supposed to list ALL the apps, whether mobile device or SD card ? How does it matter ? If I do not backup
apps that are not listed in "your participating apps" how can I restore such apps after a hard-reset ?? Please give advise in complete detail explaining step by step what must be done and why you are listing only "participating" apps and not ALL apps ?
