Windows 10: Why can't I rename a file folder in Windows 10?

Why can't I rename a file folder in Windows 10? I keep getting "Can't find specified file. Make sure you specify the correct path and file name." I get this even when it is a new folder and I am just trying to name it. I click on try again and I get "This file or folder does not exist."
