Windows 10: Why can’t my wife make changes to our kids device limits?

My wife is an adult member on Family Safety, but she can no longer change the time limits for our children’s devices. It worked a few days ago. My wife noticed she wasn’t receiving notifications any more when our kids would request more time. We just reset her password and signed back in. But on the app she can’t see any other members. In the web, she can see the kids, but she can’t open their pages to change time limits. What do I need to do to fix this?
