Windows 10: Why cant my xbox games from my console transfer to my pc

Hey so my Xbox games like Dead cells saves havent been saved from my console. i have an account for it and everything ive played for alot of hours on console but when i load my pc the game is restarted. i cannot seem to find games that are licensed for pc but it tells me to rebuy it all. age of wonders, dead cells dlc

When my daughter got her series s she just downloaded her games as needed. Takes a while and uses a lot of bandwidth as you say.
