Windows 10: Why did I receive a block messaging on my account?

The message said to call a number in order to rectify this situation. I spoke to someone who gave me their name and ID#. They asked me a series of questions about my laptop, name, email address and phone number. I am writing to verify that this was someone from Microsoft. Also I was told that the virus a very sophisticated virus on my Chromebook which would allow the hacker to gain access to every activity on my laptop, they asked me not to interact with my laptop while they scan to see where the virus was coming from? I just wanted to verify that this was someone from Microsoft? If not, what
