Windows 10: Why do I have 3 keyboard options when there's only two languages installed?

I have a similar problem as it was described here.

But the provided solution doesn't help at all.
And adding and deleting this language just doubles the installed one

Thank you for writing to Microsoft Community Forums.

You can configure your keyboard to use a different language or keyboard layout, such as Canadian Multilingual, Spanish, or United States-Dvorak. A large selection of keyboard layouts is installed with the Microsoft Windows Operating System. Generally,
you should configure your keyboard layout in Windows to match the actual keyboard that you use.

There might be additional keyboard languages installed on your PC with Windows Updates. To configure your keyboard to use the installed languages and to remove the additional languages, follow the below mentioned steps and see if it works.

• Right click on Windows Start > select Windows PowerShell (Admin).
  
• Copy and paste the following command and Enter in PowerShell -
  Get-WinUserLanguageList
  
• Now, you will get the list of languages which are installed. Make a note of language tag of the language which you want to retain. Let's say that this language tag is
  en-US.
  
• Now, Copy and paste the following command and Enter in PowerShell -
  Set-WinUserLanguageList en-US
  
• This will make other languages disappear. (In case, you want to add again, you can add again from language settings).
  
• You may add Japanese after uninstall all the additional languages from Settings.

language options for keyboards

Hello,

There are several language options for your keyboard that you can choose from. Since it has disappeared on your end, you can add a keyboard layout then change it your preferred language. Here's how:

• Click on the Start Menu. It's the Windows icon in the bottom left corner.
• 
  Go to Settings.
  
• 
  Select Time & language > Region & language.
  
• 
  Click on the language you wish to add a keyboard layout to.
  
• 
  Choose Options > Add a keyboard.
  
• 
  Click on the keyboard you want to add.
  

Once added, you can now change it to your preferred language:

• Press and hold the Windows key
• 
  Press spacebar.
  
• 
  Pressing spacebar multiple times will toggle through the list of keyboard layouts you have; the layout you currently have selected will always be highlighted.

Language/Keyboard default

You can try these steps to set up your preferred defaults:

• Go to Settings and click Time & Language.
• Click Region & Language.
• Click on your default system language then, click Options.
• Click Add a keyboard then choose your preferred keyboard language.
• Remove the other keyboard language by choosing it then click Remove.
