Windows 10: Why do I need internet to create a mobile covered area?

i can connect my laptop to an access point of my mobil android, start a mobil coverage zone, then i disconnect the mobil and the access point is created, which means that the access point does not need internet, what I do not understand is why that won't let me create it at once without internet? It doesn't make any sense that extra step of needing the mobile.

If you cannot connect to Wi-Fi or use the Mobile Data on your HTC 7 Mozart device, we suggest that you follow the steps given on
Lumia troubleshooting and repair. After each step, check to see if your issue has been fixed.

• For issues connecting to Wi-Fi networks, select Connectivity > My phone has problems connecting to Wi-Fi networks, then follow the suggested steps provided.

• And for issues connecting to the internet using a mobile data connection, select
  Connectivity > I cannot connect to the internet using a mobile data connection. Make sure to select the next options given if the problem persists.

Where is internet options in tools, ability to add toolbars and how to save or create shortcut ?

  Where do you exactly want to view the internet options in tools? Is it in Internet Explorer/EDGE browser/any other source?

If you need to create shortcut and access through desktop, follow the below steps.

• 
  Open the Desktop, right click on empty area on desktop and click on
  New->Shortcut.

  Enter the url which you have copied from the Microsoft EDGE/Internet explorer in the
  Type the location of the item text box. (Open the EDGE browser/Internet explorer, copy the URL which you need to create the shortcut on desktop by pressing CTRL + C keys on the keyboard and paste it in the text box as suggested in the step
  2 by pasting the URL by pressing CTRL + V keys on the keyboard)

  Click on Next button and then click on

After
creating the network bridge
between the tethered phone and the LAN, the next step is to enable
Internet Connection Sharing (ICS).

This is done in the network adapter, right-click and selecting Properties,
in the Sharing tab.

This allowed to share the Internet access from the tethered mobile with the rest of
the network.
