Windows 10: Why do some of my Windows 10 apps appear in Chinese? Note: No Chinese language pack installed

I'm running Win 10 Pro 10.0.19045.I have various apps installed on my computer that appear with Chinese characters rather than English, which is my default/first language for Windows display and Apps & Website. Two examples are WhatsApp downloaded from the App Store, and PowerToys downloaded from Github.I do not have any Chinese language packs installed. What's going on here, and how can I get these apps to display in English?I've seen other postings where the solution was "move English above Chinese in 'preferred languages,'" but just to reiterate: I don't have Chinese installed on

Chinese Simplified Language Pack failed to install

Recently upgraded windows 10 pro to 1511 (10586.122) but when try to install Chinese Simplified language pack failed with message (Chinese Simplified Language Pack - Windows Technical Preview for x64-based Systems (KB3146014) [zh-CN_LP]) but I didn't install
WIndwos Technical Preview for x64-based systems also no problem installed Chinese Traditional language pack. any idea how to fix?

 

Chinese language pack

I brought my Nokia N97 in the UK with Vodafone.



Can someone please tell me how to go about installing Chinese language pack to enable me to read Chinese characters.



At the moment, the characters are displayed as square shape.



I want my phone to act as if I brought it from Hong Kong.



Please tell me step by step of what to do.

Chinese language pack

Any Care Point should be able to do this for you.

There may well be a charge for this because the absence of Chinese support on a phone intended for the UK market where Chinese languages are not official languages is not a fault in the phone and therefore has nothing to do with the warranty.

Note that there is the possibility that a language pack installed independently of firmware may well be wiped when you update the firmware. The product code of your phone will not be changed, which means that Nokia Software Updater is going to pull down the
original software and language packs for THAT product code when it's time for an update.

You should be able to write in Chinese after the language pack is installed, although I don't know what input method is used (probably pinyin).
