Windows 10: Why do Windows Developers ignore feedback despite asking for it?

I would like to know and many others. Why Microsoft and its developers ignore feedback from users. Let me explain I have a HP Laptop with an old fashioned mechanic Hard Drive and one 8GB stick of ram and like many users with similar or same specs. Windows as operating system is to bloated and slows our machines down. The constant adding of apps and while useful if you have more memory or want to use them would be alright. Why can't Microsoft as company and developers simply offer streamlined version of Windows. And point users to the MIcrosoft Store if we want to download there apps. At the

• Are you logged in as an administrator?

We suggest you to check privacy settings in Windows 10. To do so, follow the steps below:

• Press Windows key.
• Type Privacy settings.
• On the left pane, click Feedback and diagnostics.
• Under Feedback frequency, Windows should ask for my data should be selected to
  Automatically.

Regions speech not available despite correct language pack install

The issue still remains unresolved, as English (Australia) simply does not show up in the list despite following all suggested steps to date (which I had done previously)
