Windows 10: Why does a Mouse Pointer HIDE the TOOLTIPS? My TOOLTIPS or POPUP Help Bubbles are...

Hopefully self explanatory? The 'Mouse Pointer' hides the explanatory tooltip bubble that pops up when you float the pointer over a menu command item, making it unreadable. This problems appears to become worse as the resolution increases. I would have thought a TOOLTIP distance and placement option in the settings would eradicate this error and allow the helpful tips to be visible and helpful as intended.

Large mouse pointer hides tooltips

I have a 27 inch 1920*1080 monitor and I'm using a mouse pointer size 3 as I find this makes the mouse pointer easier to find.

However in many online apps the mouse pointer (the HAND) overlays a tooltip so I cant see what the tooltip says.

It also overlays parts of drop down menus.





This doesnt show the effect as when I try to take a screenshot the mouse cursor changes to size 1.

The problem occurs both in Firefox and Edge browsers.

Tooltips appear automatically, or pop up, when the user pauses the mouse pointer over a tool or some other UI element. The tooltip appears near the pointer and disappears when the user clicks a mouse button, moves the pointer away from the tool, or simply
waits for a few seconds.

Tooltip Duration

I am not sure I am using the correct terminology but in my words I need to lengthen the duration that tooltips are shown. What I call a tooltip is those little prompts that show up when we hover over things. Such as in a Files Explorer search results and
we want to see the entire path. For me I see the tooltip flash very quickly and then go away. This happens in many places for me in Windows. I assume that I changed a configuration setting in Windows but I forget what and I can't find it.

I have searched for answers. When I use Microsoft's assistant to get help the only suggestions are programmer suggestions such as toolTip.
I am a programmer but I am not looking for a programming solution. If this is a configuration problem then I probably just need to know what term(s) I need to look for.
