Windows 10: Why does almost all of my GUI randomly become unresponsive?

Sometimes, randomly whenever I am using My PC, Almost all GUI stops working Taskbar app previews not appearing, google chrome completely unresponsive and videos I am watching on youtube stop playing, And whenever I try to restart my PC, it is stuck on the restarting logo with the spinning dots. Task manager is also completely blank and all audio stops. How do i stop this from happening and what is causing it?I am using Windows 11 23H216GB RAMRyzen 3 4100GTX 1650

Intermittently unresponsive/randomly clicking mouse

My problem is essentially exactly the same as in this post, down to the mouse working in specific areas but not others: Redirecting

I have attempted every offered solution on that page, to no avail. The mouse intermittently becomes unresponsive, moving correctly but completely unresponsive to clicks. When it is responsive, more often that not it's constantly or randomly right clicking
on its own.

I have tested with multiple different models and brands of mice, so it's not a problem with the physical mouse itself.

It's rendering my PC unusable, so I'm a bit desperate.

Must have missed it. Anyway, this assumes some sort of third party software issue/conflict, so I'm not hopeful. (Particularly since I have nothing that should touch desktop/lockscreen behavior.)
