Windows 10: Why does Explorer lose the ability to use options on the View tab?

With Windows Explorer open, at some point during the day, many options within the View tab grey out and are unable to be used. If the folder is set to show icons the previews for the files no longer work and the Preview Pane shows nothing just the words "Select a file to preview.". Image below shows what is greyed out and both the icon and pane preview issues.If I restart Explorer all is fine again until the next time it decides to do this.I have already tried a few things including SFC & DISM.Anyone have any ideas what is going on?

• Open the File Explorer and try to search for files.
• In the toolbar, open the View tab and click List
  to change the view.
• Once changed, close the File Explorer.
• Open the File Explorer again and try to search to see if the setting has been retained.
