Windows 10: Why does keyboard type: 01/03 returns as March 1st instead of January 3rd in Excel?

Keyboard type 01/03 returns as March 1st instead of January 3rd in Excel. This absolutely ludicrous. It never happened before but with a new laptop.- I live in Germany but all preferred/set languages are to English US, including the one from keyboard.- Excel, Options, Language set to English US proofing as well- in Windows Setting displayed language is English US- Keyboard option is English USI was going coo-coo. However, I found the answer!!!! I left the question here so others can learn from this as this can be quite frustrating.I mentioned I am in Germany so country or region is Germany a

windows 10 updates-March 2018

I have March updates that will not install. The automatic updates for 2018-03 Cumulative Update for Windows 10 version 1709 for x64 based system (March KB4088776) were activated and downloaded to my computer, but they will not install on shutdown/restart.
When I check for updates, it shows that the updates are downloaded, but when I click to uninstall, there is not a date for installation. I have researched the Windows suggestions for this problem. They tell me to remove the January 2018 updates (January
KB4056892) and then reinstall the March update. When I attempted to uninstall the January update, I could see the update listed in the check for downloads screen, but when I click uninstall, the January update has a different reference number. Please advise.
I have talked to my technology department and they can't determine next steps either. VERY FRUSTRATING. I need my computer for work.

10.0.22000.65: MajoGeek Taskbar Tweak 01 Over 03

I did more tests with this reg tweak that sets the taskbar center top. We must keep Regedit open at the tweak emplacement. This is a not an easy tweak, you must be precise.

Here's the result and how to set the taskbar at center top in 21H2.

-First step: Regedit
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3 > Open Settings (screenshot) > Edit 2nd row > Fifth value (under F3) > Delete | 03 > type 01 immediately after > click OK >

-Second step: Task Manager
File Explorer must be restarted now in Task Manager to apply change > open FE if close > restart FE from Task Manager << all instances >>. The taskbar is on top now, feel free to set it left or center.

-03 is default > at bottom
-01 is top > Works ok > calendar is offset at bottom, but ok > Start opens left > search is where it belongs
-02 is right > empty desktop > click Win key to recover Regedit > go back to 01 or 03 > OK
-00 is left > empty taskbar > refresh by itself > desktop unstable > Go back to 01 or 03 > OK

Warning: Don't try 00 and 02, they are not working. The Win key is a must to get regedit back or if you ran into trouble. You will for 02 and more for 00.
