So, the question pretty much summarizes the problem but for further context, I am using a EOS 450D with the EOS Utility 2 software. As I said, the Live View shoot feature shows the camera output sharp and nice but in the actual Camera app in Windows 11, it's really bad. I will attach some images for context. Btw, in the settings app, there is a preview and in that too it only outputs on 576p... As per the description, Camera is working fine with other applications and not with the Camera App. So, there might be some issues with the App. I suggest you to run the Windows Store Apps troubleshooter by following the steps provided below and check for
status.

• Type “Troubleshooting” in search bar and press Enter.
• Click on “View All” on top left pane.
• Select “Windows Store Apps” from the list and follow the prompts for troubleshooting.

• What is the make and model of your computer?
• Which troubleshooting steps are you referring to?
• Does this issue occurs in any particular app e.g. Skype?

Try to use the camera on different apps or websites and check if it works fine. Refer the link below and follow the troubleshooting steps suggested.
