Windows 10: Why does my computer now require an internet connection for me to sign into it?

About 15 minutes ago I open my computer and find the sign-in screen has changed to just say "Sign In" under a blank profile icon. I click on it and a window pops up that tells me I need internet connection to sign in. I figured out how to sign in, my question is more why this change was made and how I can change it back. I have been on the Windows 11 system for about a month or two now, on a computer that used to run Windows 10 but has updated, so this change is not in-line with me changing operating systems. What is the reason that I can now only sign in to and use my computer if I am connect

1. Open Admin command and type: ipconfig
   
   
   
2. Win+X->Control Panel->Netwok and Sharing Center
   Follow the screen shot. This should disable internet access from this PC but allows access to local device(s)
   NOTE: Use the IP & Subnet Mask from step 1. Leave Default gateway & DNS Server blank
