Windows 10: why does my default keyboard layout keeps changing after restart?

Hello,my keyboard layout keeps changing to german after a restart i always set it to dutch but it keeps changing back to german after a restart is there a way to change/fix this?these are my settings of the language & region: imgursorry for the imgur it doesnt want to upload

How to change the default keyboard layout shortcut.

I would like to inform you that presently you may change the default keyboard layout by pressing
Windows key + space and I would like to inform you that it is not possible to change the keyboard shortcut for the keyboard layout.

• If you would like to create shortcut for the applications, please follow the below steps:
• Right click on the application and select properties.
• Enter a key combination in the Shortcut key field. The combination must be CTRL + ALT + a letter / number.

  How many keyboard language have you installed?
  

If you have installed more than 1 keyboard language in your system, then I suggest you to remove the keyboard language other than default language and check if it helps.

Follow the steps to remove the language.

• 
  Open Control panel.
  
• 
  Click on language.
  
• 
  Select the language and click on remove option at the top.
