Windows 10: Why does my keyboard keep randomly highlighting elements not text

At random times throughout my day my keyboard will randomly highlight an element on screen. I've tried to update my mouse and keyboards drivers to solve the problem but nothing works. Sometimes pressing a key will make it go away for maybe 5 seconds at most but then the problem comes right back. I'm sure the problem has nothing to due with the computer itself because he problem first started on my laptop when I first connected my keyboard. I still use the same keyboard on my PC and the problem followed over from then.the gif is me clicking on the twitter home button, then off to the side se

Using the tab key to hop between text fields highlights all buttons

Hello,
Whenever a dialog box pops up in Windows 10, if it contains text input fields and clickable buttons/radio buttons/checkboxes, pressing the tab key steps through every single item in the dialog box, which is very annoying and, to me, pointless. Do I recall that there might be a way to limit this behaviour so the tab key only highlights text input boxes, and not every single element? I can't find anything useful in Windows 10's Settings/Control Panel - am I missing something or is this not possible?

Color of a text element in a cad program

I wonder if the titlebar color lends a clue. Much lighter on the laptop.

I tried it (colorclassic.exe) but it did not have any effect on my specific issue:
highlight - no good;
background - no good;
button text - no good;
hot tracking color - no good;
menu highlight - no good;
active caption - no good;
threeddark shadow - no good.
Everything else listed in the app were non-dark blue colors so i did not waste time on them.

My text highlight keeps changing randomly

Around 11:00 PM last night I found my highlight text changed to a darker shade of blue, I figured that since it did this randomly on seemingly accident I thought looking up solutions to this problem would be a lot more simple.

I'm not looking to change my accent color, my font color or my window tab colors, I'm looking to change the highlight.

I cannot find a single solution online. I changed the highlight color to a closer shade to the default color with "regedit" for all my windows programs (did not work on Google Chrome for some reason) but than around 4:00 PM this evening, I found the highlight color changed to orange.

It randomly changed colors in that amount of time, I'm weirdly concerned about this and I hope it's not something serious.

I would like to know how to change my highlight colors and how to keep them changed, if they're shifting in hue randomly it makes me a little worried.

Just to note when I say "highlight color" I mean highlight color in general. I'm not talking about messing around with Word, Google Docs or Exel, I'm talking about the basic highlight color and how it keeps changing.

Please help, I am desperate for any kind've solid solution.
