Windows 10: Why does my media control popup stay on screen and skip through every song?

To be more precise, when I first open the Spotify app, it proceeds to skip through every single song in the playlist, before looping around and staying on one song. After this, I am no longer able to skip through a song or change the song. The same media pop up stays up when watching youtube videos for example. This is not my first time encountering this issue, as it has happened on every installation of Windows I've had on this pc including both 10 and 11. Its typically fixed with a quick restart, but it obviously inconvenient. If someone could find the issue, that would be great!

Media control skip buttons not working

I use Youtube to listen to music in a playlist. I used a skip button on my keyboard to skip songs. However, it stopped working and the media control pop up had its skip buttons grayed out. Is this a problem with Youtube or is it a problem with something
in my computer? If its the latter, how can I fix this? What or where in Windows 10 controls the media control?

 

Windows 11 media control

i have noticed that when skipping, pausing, etc on a song it no longer shows the media control popup at the top left, is there anyway to restore this functionality ?

 

Media skip controls reversed ?

I have an interesting problem Ive already searched around and cant find a solution,
On my Zotac Z-Box Nano AD-10 running Win7 the media keys for skip forward and back are reversed on all remotes except the IR remote in all media players.
Meaning when I press skip forward it skips back and back button skips forward, other controls work fine.

This happens with my mini keyboards media keys, Unified Remote for Android and if I plug a full size keyboard in that has media keys.
This leads me to believe that for whatever reason the drivers for IR remote that i don't use
Changed the settings in Windows for keys on media remotes.

My question is where do i need to go to revert the changes registry, driver .inf ?
