Windows 10: Why does my mouse configuration transfer to my other pc?

Two window 10 pc. One has a mouse primary button set to right. The other pc mouse set to left. Why are they changing back? I'll reset one pcs mouse and the setting transfers to the other. W THE F!

• Press the Windows key and select Settings.
• Click on Devices.
• Under Mouse and touchpad settings,click on Additional mouse options.
• In Buttons tab, make sure that the Switch primary and secondary buttons
  option is disabled.
• Reboot the PC for the changes to take effect.
