Windows 10: Why does my PC keep downloading stuff on my C drive even though I programmed it to download...

I have been trying to download apps on my D drive since my C drive is really running low on storage. But every time I try to download something on the D drive, it keeps moving the app back to the C drive and proceed to tell me that there's not enough storage. Is there anything I can do to fix this problem?I even changed the "where new content is saved" for new apps to be downloaded into the D drive, but somehow it still doesn't work.

Change program download drive from C to D

My program default download drive is C, but it has much less storage space on it than my D drive. How can I change the default drive for program downloads to D so as to keep my C drive faster and functioning well.

my net is constantly cutting out and lagging due to the phone line company being to lazy to update their lines and exchange servers.

and atm I'm attempting to download a mmo game install file but my net keeps D/C for unknown reason to do with my phoneline and its bugging the crap out fo me because atm this is my 3rd attempt.

So i was wondering if there is a program download manager liek the one in firefox/seamonkey but with a option to resume the download rather than to jsut have to restart from scratch?

IE7Pro had a Firefox like download program, that you can pause as resume but only really useful for HTTP/ftp downloads
