Windows 10: Why does my pc only show a black screen with a blue circle cursor when I turn it on?

My pc was working fine until randomly the screen froze, I turned it off by holding the power button on the pc. The next time I turned it on I was stuck on a black screen with a spinning blue circle cursor. I have seen solutions such as CTRL+WIN+SHIFT+B and WIN+P but these change nothing and it is still stuck on a black screen. I don't know what to do or what happened. Can you help please?

I can not access my Dell Inspiron 3471 desktop with Windows 10

When I turn on the computer this is what happens.

I initially get the Dell Logo with circle of white turning dots.

Then I get Black Screen with cursor and blue flashing circle

Dell tried to help, it did not work. They advise my only option is to factory reset.

I do not want to do this

Read other suggestions but to no avail. What I have done so far. Ran Dell repair and recovery and clicked restart. Got Dell screen white circle dots and then went back to black screen white cursor and blue spinning circle. Frozen in that state. Cannot get
passed with any of the keys to Task Manager, etc. Is it time for a professional?

Zigzag thank you for responding, but I can't get to the "start" screen or promp commanthis fix. From boot up to black screen white cursor arrow and blue spinning circle. Can't get passed that point.
