Windows 10: why does my pc wallpaper turn black after 20 seconds of booting it up

Hey so my wallpaper is becoming black and i have to do the blue highlight thing to bring it back, I've already tried resetting it but it didn't work. If anyone could help me that would be great.

Just bought a new Samsung notebook with pre-installed Windows 10 Home (Creators Update).

A few seconds after I login, the desktop wallpaper turns black.

It happens every time I set the wallpaper logoff and logon.

I see no strange messages on Event Viewer.

Set up your desktop the way you want it and save your current desktop as a theme. Make sure it replaces one of the existing themes. Themes save theme button.

Yes, I am able to set a new Desktop Background. I also checked some of my files and I am able to access them.

In fact, it doesn't turn black instantly. At the start I opened a .txt file and when I closed it the surrounding area of the file turned to black and after few seconds, the wallpaper turned to black completely (when the code was running).

So, I am curious about the reason and want to check if it has affected other things or not.
