Windows 10: Why does my screen look gritty/grainy when I watch a video in fullscreen?

So, whenever a video plays in any tab, and I make the window touch the top of the screen OR put the video in fullscreen, my entire display goes pitch black for a split second, and comes back all sharp, gritty and grainy, and each individual pixel stands out more and is easily noticeable. The screen will stay this way until I completely close the tab and then open a video on my computer, fullscreen it, and then take it out of fullscreen, or just simply do windows button + ctrl + shift + B to restart my graphics driver, both of which will revert my display back to normal, unless the tab that cau

Screen Very Grainy With Black Pixles


Not sure if this is my monitor, or graphics card, but whenever black pixels are displayed on my screen (except for in photoshop for some reason) the resolution and quality looks terrible. Even on the windows login screen, the black looks like something from a 2006 240p youtube video. Photoshop does give me an odd error exactly like the one in this video.
Here are pictures of what I am experiencing. My monitor is a Benq.
In the image just look at all the squares purple/black. This only happens on a DARK image.

Screen going black when watching videos in fullscreen

Hello,

Recently, I tried to boost my performance for a game called Counter Strike 2. When I was doing that, I must have changed some setting in my system that now causes this issue. Whenever I try to watch a video in fullscreen (youtube, twitch, downloaded videos in my PC, videos in discord), the screen either goes fully black (I just can't see anything) or it flashes with a black screen. I've tried watching the fps boost videos back to see what could have caused the issue, but I didn't find anything, that could solve the issue. In case this helps, I currently have 2 monitors, Samsung Odyssey G40B (my main monitor) and a Dell AW2518HF (my second monitor)

If somebody knows how to fix this, please let me know.
