Windows 10: Why does my Tab button input Ctrl?

Hey, I've been searching around the internet for a while now and I cant seem to find the fix for my issue. When I press my Tab button it presses The Ctrl button. Any fixes?

Using the tab key to hop between text fields highlights all buttons

Hello,
Whenever a dialog box pops up in Windows 10, if it contains text input fields and clickable buttons/radio buttons/checkboxes, pressing the tab key steps through every single item in the dialog box, which is very annoying and, to me, pointless. Do I recall that there might be a way to limit this behaviour so the tab key only highlights text input boxes, and not every single element? I can't find anything useful in Windows 10's Settings/Control Panel - am I missing something or is this not possible?

Switch tab order (Ctrl + Tab) in Edge


In previous versions of Windows and IE, you could change the order of tabs you switch to when using Ctrl + Tab. The 2 choices were to just cycle through each tab or use the most recent order. The latter is the one I have always used as it fits my purposes best.

The default in Edge is for this keyboard shortcut to simply cycle through all the tabs you have open. I have not been able to find any way to change it to switch to the most recent tab. Am I missing something or has this capability been removed? As with my previous post about the drop down list of pages visited with the back and forward buttons, if this is not possible, it will likely be a deal breaker for me.
