Windows 10: Why does PC lag until I restart

When I boot my gaming PC and type in my pin. It takes about 15 seconds to get into Microsoft account it loads forever. Then when I open a video game, mostly Valorant my game is super laggy and unplayable. But when I restart my PC the problem fixes.

We would like to know more about your lag issue:

• What browser are you using when you experience a lag?
• Does the lag occur in a particular game?

In the meantime, we suggest you run the System Maintenance troubleshooter. Here are the steps:

• Press Windows Key + X.
• Click on Control Panel.
• Select Troubleshooting.
• On the left pane, click on View All.
• Click on System Maintenance to run the troubleshooter.

MY PC has just statred to restart even during Boot and after boot, Please help.

if you want to change any setting just do it step by step so you know what might happen when your pc restart again and again

Thanks for your patient help and analysis, zbook. I'll step through some of your suggestions over the next few days - there's a lot to do and some look a bit hairy! That is, for a PC that is working sweetly right now...

One step I did try right away was to answer your question about whether my BIOS is up-to-date. I had no success at the AMI site but did get some info from this commercial site:
