Windows 10: why does phone link have to have wifi?

Why can't it just run through bluetooth? Every automobile manufacturer is able to do this in their cars seemlessly with bluetooth. I have 3 Fords 2014, 2015 and a 2022 and it works perfectly. Why does have to use wifi?The reason I need it is I have an older vehicle with a mobile PC, I just want it to play iHeart radio so I can listen to my music and talk. The ability to use the phone hands free while driving would be awesome. I have had to just download "Blutooth Receiver" app from the play store and use it that way. Works great, just doesn't have the phone capability.Just not understanding wh

To better assist you in connecting your phone to the WiFi connection, please answer the following questions:

• Were you able to select the hotel's WiFi connection on the phone, then put the WiFi password? To connect the phone to a WiFi connection, just go to
  Settings> Network and wireless> Wi-Fi. Select the hotel's WiFi connection name, then type the WiFi password.
• What troubleshooting steps have you tried so far?

Can't "Link to Wndows"

Thanks so much. I will certainly follow your tutorial in the future. I think resetting did the trick, and I was also able to set a pin code. Question. I am confused about one ongoing step: "Go to www.aka.ms/addComputer" in your browser." A search for this, and other similar url's suggested in the Phone LInk setup always ends up the same way, with a trip to nowhere.

Clicking in those types of links end up in a blank tab

 

Supported phones for Windows 10 Mobile Insider Preview Mobile

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
