Windows 10: Why does running "defrag c:" in an admin shell no longer work?

It returns instantly without doing anything. I have to run Microsoft's attempt at an SQL server that they bought from Sybase that has problems with NTFS that returns the "too many fragments" error so it can't even start it.

Based on the details you have provided, your C drive was unrecognized by the system. We suggest that you run these
commands and see if there are any changes:

• 
  Open
  Command Prompt
  as
  Administrator.
  
• 
  Run
  the following commands:
  
  • 
    To fix any logical file errors:
    
    • 
      Chkdsk C: /f /r
      
      
  • 
    To defrag your Drive C manually:
    
    • 
      Defrag C: /D /U

Here a temporary solution I used for the same problem.

• Run the Command Prompt in Administrator mode
• type "defrag" (no quotes) to generate the help info
• choose a combination of switches to suit your ends
• run defrag
• Boil the kettle

I used "defrag c: /u /v /h" (no quotes) which worked fine on my c drive. make sure there are spaces between the switches. "defrag C: /u/v/h" won't work.

The option to defrag all volumes "defrag /c" did not work for some reason. Also I could not find the way to do a in-depth defrag that works on larger file sizes. I couldn't find a way to run defrag at boot time either, which would have been ideal.
