Windows 10: Why does the Xbox download things so slowly

Whenever i download a game using the Xbox app the DL speed is always so slow, its is 1/10 of the speed that Steam downloads games. I use a wired connection straight to my modem with a CAT8 LAN cable and have looked all over forums and YT to find a solution and found nothing that helps. Any help with this would be most apricated.

Xbox One Game Streaming Sign In Issue

• Remove all the cables on it and let it rest for 3 minutes.
