Windows 10: Why does this contrast appear on file explorer and on certain minimize, maximize, close...

Whenever I restart my computer, the file explorer looks very weird, with this high contrast theme, and many of the UI elements are messed up. Please tell me how to fix this. I am on windows 11 version 23H2. Microsoft forums is not allowing me to upload an image, and is telling me that an error is occuring, so I have uploaded screenshots for reference on imgur: https://imgur.com/a/n8FkblL Please help solve this issue

Good day! I’m and I'll try to help you today.

Based on the picture you have attached, there is a minimize button (the underscored symbol), then the square symbol is the maximize button, finally the red X is the close button. These are all on the top right portion of the attached screenshot.
