Why does Windows keep switching on indexing

I am a code developer and I don't use searches from Windows Explorer. If I need to search for something, I use findstr /s or dir /s from cmd prompt. When I build code, it creates 100s of files. In order to speed up the file creation etc, I've switched off indexing. This worked fine until about a year ago. After one of the updates, Windows keeps switching on indexing. Every time I switch it off, it switches back on again when Windows next starts up. Basically the disk is running at 100% for about 15 to 20 minutes while it does its indexing. If I don't switch it off, it still spends ages

    :)
