    Hello,I have a lenovo thinkpad running Windows 10 Pro. Last month I had to reset my PC because windows would keep limiting my CPU to 1.2Ghz at 46% utilisation.The specs I am running are:CPU: Intel Core i3 3320mRam: 8GB 1333MhzStorage: 298 GB Toshiba HHDAfter reset my laptop, this issue would occur quite less until I updated windows. I was also able to get out of this state by putting the laptop to sleep and logging back in. Windows automatically updated and the situation got worse. After updating it will always stick to 1.2Ghz with an occasional spike to normal speeds though only for a few mil

    Can't upgrade from 8.1 to 10 - CPU less than 1 GHZ

    I don't think that is the case. If you look at the picture in #0 you can see, that the CPU is running ca 4500MHZ at the time. I ran Intel Extreme Tuning CPU Stress Test at the same time as running the setup.exe from Windows 10, and allthough the CPU-speed was ca 4500MHZ win10 claim the CPUspeed to be less than 1 Ghz, as shown in the picture.

    I think MS has to look into this install procedure again ...

    CPU won't go above 41% (~1 GHz)

    I have had absolutely no issues with my Windows 10 installation on my Asus Zenbook, but the last month I've had performance issues (my guess is that it is after a Windows Update). My CPU won't go above 41% which right about 1 GHz.

    My colleague has the exact same laptop and has the exact same issues.

    I have tried changing power plans, plugging/unplugging the charger, rebooting, updating and running CPU stability tests, but nothing seems to help or indicate that something is wrong. All my power plans allow 100% CPU load.

    The weird thing is, that sometimes it let's me boot without the problem, but suddenly the CPU limit strikes again and it won't go above 41%.

    This really limits my performance and I have tried anything I could come up with. Please guide me through it if there are some logs or specs that you need me to provide.

    Look at the Performance tab and at the bottom click Open Resource Monitor, check if you are seeing only 1 core out of the 2, 3 or 4 on the CPU. I get different speeds depending on the core, usually waiting a bit will step through the cores.
