Why doesn't Task Manager Average Response Time for disk match Performance Monitor

I'm trying to understand how Task Manager calculates Average Response Time under each disk's performance. In Performance Monitor the Avg. Disk sec/Transfer is nice flat line constantly ~<1ms, yet in Task ManagerAverage Response Time fluctuates between .5 ms and as high as 10 seconds!

Can somebody explain where TM is getting this calculation, because I'm not finding info anywhere and my google-fu bing-fu? is usually pretty good.

    :)

In Task Manager, Disk full doesn't match display

Here comes a screenshot from resource monitor during a time when disk was 98%. First it was blank but that might have been because my computer was slow:

Performance Monitor incorrect processor time percentages

I'm monitoring a couple of processes in Performance Monitor and the processor time percentages are higher than what Task Manager reports. For example iCUE doesn't ever use 59% CPU, it averages around 1-2% in Task Manager. How do I set up Performance Monitor to display accurate processor time percentages?
