Windows 10: why i have blank screen

when ever i start my pc i get a blank after login in with cmd opened, i waited for few minutes and nothing , then i go to task =manager by using clt+alt+del the i run a task explorer.exe then only my homescreen showspls help me

Screen goes blank after changing BIOS settings/

I don't know how long this has been happening, a few weeks at least, but whenever I change a setting in my BIOS (and save & exit), my screen goes blank and my monitor goes into standby. Any suggestions to fix this?
