Windows 10: Why is CleanUpMgrTask in Task Scheduler causing Flashing Pop Up?

A window keeps popping up periodically while on my laptop. It just flashes and goes away. I cannot see a title or anything in the window. Just started randomly one day. Again, It looks a bit like a pop up but it disappears before you can make anything out. I did some research and came across info about task scheduler and I was able to identify the cause of the pop by timing it. It is called CleanUpMgrTask_496552852. It is set up to go off every 15 minutes indefinitely after triggered. At this point I am stuck and I am unable to find information on whether I should disable this or not, especia
