Windows 10: Why is COMPMGNT.msc and Settings > Accounts mutually exclusive??!!

  1. Why is COMPMGNT.msc and Settings > Accounts mutually exclusive??!!


    New install of Win 10 Pro 20H2 + all the updates.

    I created a 2nd local account (let's call it "Fred") using the convoluted new UI:

    Start > Settings > Accounts > Family & other users > "Add someone else to this PC" > "I don't have this person's sign-in information" > "Add a user without a Microsoft account"...

    It created the account ok.

    Because I felt this process was ugly, I searched and many a helpful webpage suggested Win+R and COMPMGNT.msc (or LUSRMGR.msc).

    I tried COMPMGNT and it was the much cleaner old way that I vaguely remember using. (Hooray!) I created a 2nd account ("Barney").

    The thing is, the 2 systems seem mutually exclusive:

    1) the Ugly New UI doesn't show the existence of "Barney"

    2) the old cleaner COMPMGNT or LUSERMGR doesn't show "Fred"

    I guess the startup screen favors the new UI because, after a reboot, I get presented the option at the bottom left to click on the newly created "Fred". But not "Barney".

    And even after having successfully logged in as "Fred" and going through the "Hi"... configuration, the old cleaner UI still doesn't show "Fred" but "Barney" is still there.

    What's going on?

    Why isn't COMPMGNT or LUSERMGR able to create users that can login?

    And why is an account created by COMPMGNT or LUSERMGR not visible or manageable by the ugly new UI?

    Settings can't be opened using the built-in administrator account


    Hello,
    Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
    I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
    I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
    Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
    I can access settings in Safe Mode but this will not allow me to create a new account.
    Any help/suggestions will be greatly appreciated.

    Remove account

    I suggest you backup your personalized files first before removing the account.
    To delete an account, follow these steps:
    1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
    2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:
