Windows 10: Why is everything capped at 5Mb/s?

Everything I download, and I mean everything is capped at 5mbps, Steam, Epic Games, web downloads, anything you can think of. I have the latest drivers, so I don't know what could be causing it.

This is likely to be one of those where, as I don't know what you've already tried, I'll have spent time suggesting what you have tried. That's why I asked for a clear list of what you have tried. Do you see this when you toggle caps lock?

 

Cat killed my CAP LOCK Beep sound :-(

I've done the steps listed here before joining this forum. None of these work.
but I do have it setup now to flash the window if I press the caps.
I may just try the restore option and roll back drivers,,,
