EFS not available on home edition despite google stating that it is specifcally.

Win 10 pro EFS Encrypting File System Problem (Dell)

Follow the below steps:

• Press Windows key + R from the Keyboard.
• Type services.msc and hit Enter.
• Search for Encrypting File System (EFS) Service.
• Double click on Encrypting File System (EFS) Service and click on
  Start button.
• Click on the dropdown list and set the Startup type to
  Automatic.

How do I re-enable Cortana after disabling using registry edits?

I had disabled Cortana using registry edits as suggested here. Specifically, by going into HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Windows Search. and setting the key AllowCortana to 0.

Now I want to re-enable Cortana. So, I reverted the above change but Cortana is not enabled on my computer. I still see the regular Windows Search. I cannot find Cortana in Settings app as well.

Please suggest an alternative way to re-enable Cortana.
