why is it impossible to get a hold of technical support? online or by phone.. What a joke. Every prompt you follow that says technical support is a dead end. What a glorious company to send customers on a wild goose chase

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.

When my phone fails to upgrade I just keep trying. One upgrade took 3 or 4 tries.

Regarding your issue about downloading applications for your device, you can follow these steps:

• Choose Settings > Time and language > Date+time (Lumia with Windows Phone 8: Settings > date+time).
• Toggle Set date and time automatically to Off, and manually set the current date, time and zone.

Sync your Microsoft account manually and check its status.

• Select People > ... > Settings, tap and hold your Microsoft (Outlook) account and select Synchronize (Lumia
  with Windows Phone 8: Settings > email+accounts, tap and hold Microsoft (Windows Live) account and select sync).
• Wait for your phone to sync and then proceed to the next step. If you encounter an error, use your browser and try searching our site to find an article for the error code.
