Windows 10: Why is it taking Windows 11 up to a minute to detect and open a USB drive?

Once in a while after rebooting for an update, Windows 11 takes 45 seconds to a minute to detect and open a USB drive. After a couple of subsequent reboots, it's back to normal, opening instantly. It's now happening again. I rebooted once, but it's still happening. It just took 54 seconds for the USB drive to be detected and opened. Is there something I can do to correct this without rebooting until it corrects itself?

Installing windows off of a USB stick

Step By Step from vista:
From admin cmd prompt

1. diskpart
1a. list disk
2. select disk 1 (replace 1 with your usb drive)
3. clean
4. create partition primary
5. select partition 1 (replace 1 with your usb drive)
6. active
7. format fs=fat32
8. assign
9. exit

Copy Windows Vista's DVD ROM content to the Flash Drive

xcopy d:\*.* /s/e/f e:\ (d being your vista cd and e being your usb stick)

And that's it, boot off your usb disk

 

USB Drive not detected by Windows 10

ACER laptop
Windows 10 Version 1903

I recently bought a USB thumb drive. Plugged it into one of the USB ports on my laptop and.....nothing. Doesn't show up in File Explorer, Windows doesn't even seem to detect that it's connected. I've tried all 3 USB ports. USB ports are detecting all other devices I've been using recently, so doesn't seem like a driver issue. Opened Disk Management and it doesn't show up there either. I got the drive pretty cheap - it's a PNY brand which might be unreliable. Still, it should at least be detected by Windows right? I don't get what the problem is, unless I'm missing something obvious (there don't appear to be any physical switches on the USB drive). Any suggestions would be appreciated.
