Windows 10: Why is Microsoft technical support telling me I have to buy a new license when all I did...

Why is Microsoft technical support telling me I have to buy a new license when all I did was replace a motherboard? So ive paid you full price for Windows 10, it is connected digitally to my microsoft account and because I had to replace a bad motherboard now I am also required to buy your software for the same computer, again?
